LIU Chao-shiuan

A native of Hengyang, Hunan, Liu Chao-shiuan also served as president of National Tsing Hua University and of Soochow University, minister of transportation and communications and vice premier.

  The Executive Yuan announces the promotion of six key emerging industries. It also approves a draft amendment to the Act of Military Service System to gradually change the ROC military from a conscripted to a volunteer force; the amendment is later passed by the Legislature on December 13, 2011 and promulgated by the president on December 28, 2011.

  The Executive Yuan Council passes a draft amendment to the Income Tax Act, which is approved by the Legislature on January 7, 2011 and promulgated by the president on January 19, 2011. The amendments revoke income tax exemptions for teachers and military personnel effective January 1, 2012.

  Typhoon Morakot brings devastation to southern Taiwan and other parts of the island, prompting the Executive Yuan to establish the Morakot Post-Disaster Reconstruction Council a week later. On August 27, 2009, the Legislative Yuan approves a special act for post-Morakot reconstruction and allocates a budget of NT$116.5 billion. This act is promulgated by the president on August 28, 2009.

  The Executive Yuan approves the creation of four special municipalities from Taipei County, Taichung County and City, Tainan County and City, and Kaohsiung County and City, to take effect December 25, 2010.
