YU Shyi-kun

A native of Yilan, Taiwan, Yu Shyi-kun graduated from the Department of Political Science of Tunghai University. He also served as a Taiwan Province councilman, Yilan County magistrate, secretary-general to the president, and vice premier.

  Experts from the U.S. Centers for Disease Control and Prevention arrive in Taiwan, confirming three cases of atypical pneumonia to be severe acute respiratory syndrome (SARS). On April 28, 2003, the Executive Yuan passes a draft of the provisional act for the prevention and relief of SARS. The bill clears the Legislature on May 2, 2003 and is promulgated by the president the same day. On July 5, 2003, Taiwan is removed from the World Health Organization list of SARS-affected areas.

  The Executive Yuan Council passes a draft of the Referendum Act, which is ratified by the Legislature on November 27, 2003 and promulgated by the president on December 31, 2003.
