A native of Qingtian, Zhejiang, Chen Cheng also served stints as chairman of the Taiwan Provincial Government and as vice president of the ROC.

    The Executive Yuan announces reforms to the foreign exchange system, implementing a single exchange rate.

    Severe flooding strikes 13 counties and cities in central and southern Taiwan. In response, the Taiwan Provincial Government puts forward a post-disaster reconstruction plan, and the president issues an emergency decree modifying tax regulations and budgets for governments of all levels.
