A native of Penglai, Shandong, Sun Yun-suan served as president of Taiwan Power Company, minister of transportation and communications, and minister of economic affairs. During his nearly two decades as a minister or premier, Sun pushed the Ten Major Construction Projects, promoted establishment of the Hsinchu Science Park, and planned Taiwan’s science and technology development policy. For these efforts, he was known as the founder of Taiwan’s high-tech industries and an architect of Taiwan’s economic development.

- 1978.09.14The Executive Yuan Council passes a draft amendment to the Foreign Exchange Regulation Act, which is passed by the Legislative Yuan on December 8, 1978 and promulgated by the president on December 20, 1978. Under the amendment, exchange rates will no longer be set by the government, and holders of foreign exchange will no longer need to deal solely with the Central Bank.
- 1978.11.09The Executive Yuan Council approves the upgrade of Kaohsiung City to a special municipality, to take effect July 1, 1979.
- 1978.11.23The Executive Yuan Council passes the draft of the Act for Establishment and Administration of Science Parks, which is approved by the Legislative Yuan on July 17, 1979 and promulgated by the president on July 27, 1979.
- 1978.12.16ROC-U.S. formal diplomatic relations are severed, and the president of the ROC issues an emergency decree.
- 1979.02.22To establish a new relationship with the U.S., the Executive Yuan announces an organizational framework for the Coordination Council for North American Affairs.
- 1979.05.24The Executive Yuan Council passes a draft of the Handicapped Welfare Act, which is passed by the Legislature on May 20, 1980 and promulgated by the president on June 2, 1980.
- 1979.11.01In response to the second oil crisis, the Executive Yuan establishes the Energy Commission under the Ministry of Economic Affairs, and the president promulgates the Energy Administration Act on August 8, 1990.
- 1979.12.10The Kaohsiung Incident (Formosa Incident) breaks out.
- 1980.01.10The Executive Yuan Council passes a draft of the Civil Servants Election and Recall Act during the Period of National Mobilization for the Suppression of the Communist Rebellion, which is later approved by the Legislature on May 6, 1980 and promulgated by the president on May 14, 1980.
- 1980.03.27The Executive Yuan Council passes the draft of the State Compensation Law. The law is approved by the Legislature on June 20, 1980, promulgated by the president on July 2, 1980, and implemented on July 1, 1981.
- 1980.06.05The Executive Yuan Council requests the president to issue a mandate resuming regular supplementary elections of the Legislative Yuan, National Assembly and Control Yuan. The elections are held on December 6, 1980.
- 1980.07.01The court and prosecutorial systems are separated, and the Ministry of Judicial Administration is reorganized into the Ministry of Justice.

- 1982.02.25The Executive Yuan Council passes the draft of the Labor Standards Act, which is approved by the Legislative Yuan on July 19, 1984 and promulgated by the president on July 30, 1984.
