A native of Penglai, Shandong, Sun Yun-suan served as president of Taiwan Power Company, minister of transportation and communications, and minister of economic affairs. During his nearly two decades as a minister or premier, Sun pushed the Ten Major Construction Projects, promoted establishment of the Hsinchu Science Park, and planned Taiwan’s science and technology development policy. For these efforts, he was known as the founder of Taiwan’s high-tech industries and an architect of Taiwan’s economic development.

    The Executive Yuan Council passes a draft amendment to the Foreign Exchange Regulation Act, which is passed by the Legislative Yuan on December 8, 1978 and promulgated by the president on December 20, 1978. Under the amendment, exchange rates will no longer be set by the government, and holders of foreign exchange will no longer need to deal solely with the Central Bank.
