Ho Ying-chin, a native of Xinyi, Guizhou, graduated from the Imperial Japanese Army Academy. From 1930 to 1944, he was minister of military affairs for the Nationalist Government, and in 1948 was appointed minister without portfolio of the Executive Yuan. In 1949, he became the premier and national defense minister. He advised the president on military strategy from 1948 to 1987, including 25 years as chief military strategy adviser, from 1948 to 1972.
