Description

With the curtesy name called Jing-zhi, Premier Ying-qin He was a native of Xinyi, Guizhou, and graduated from the Imperial Japanese Army Academy. From 1930-1944, Premier Ying-qin He was the Minister of Military Administration Department of the Nationalist (KMT) government. In 1948, he was appointed as a minister without portfolio of the Executive Yuan. In 1949, he became the premier and defense minister. From 1948-1972, he was the chief military strategy advisor to the president and from 1972-1987, he was military strategy advisor to the president.
