About:
A native of Huayang, Sichuan, Chang Chun was a classmate of Chiang Kai-shek at Shinbu Preparatory School in Japan. Chang participated in the 1911 Xinhai Revolution (also known as the Wuchang Uprising), the 1913 Second Revolution against Yuan Shi-kai, and the ROC Provisional Constitutional Protection Movement. After the government moved to Taiwan, Chang served as secretary-general of the Office of the President and senior adviser to the president.

1947-12-25 The Constitution of the Republic of China is officially adopted.

1948-03-01 The Executive Yuan promulgates the Organizational Regulations of the Taipei City Government.

1948-03-18 The Executive Yuan promulgates organizational regulations for counties and cities including Tainan, Taichung, Keelung, Hsinchu, Changhua, Kaohsiung, Chiayi and Pingtung.

1948-05-13 The Executive Yuan promulgates the Organizational Regulations of the Council for U.S. Aid.
