About:
A native of Yancheng, Jiangsu, Hau Pei-tsun was a career soldier and four-star general of the ROC. Besides premier, he also served as president of the National Chung-Shan Institute of Science and Technology, chief of the General Staff, defense minister, vice chairman of the Kuomintang, and senior adviser to the president. He is now chairman of the Wang Yang-ming Education Foundation.
Major Events:

1990-06-05 Premier Hau convenes the Executive Yuan public security meeting, giving agencies three directives and eight specific tasks.

1990-06-28 The National Affairs Conference is held to discuss five issues: (1) national assembly reform, (2) local governance, (3) the central government system, (4) mainland policy and cross-strait relations, and (5) revisions to the ROC Constitution and to the Temporary Provisions Effective During the Period of National Mobilization for Suppression of the Communist Rebellion.

1990-11-01 The Executive Yuan Council passes a draft of the Act Governing Relations between the People of the Taiwan Area and the Mainland Area. The act is later passed by the Legislative Yuan on July 16, 1992 and promulgated by the president on July 31, 1992.

1991-01-31 The Executive Yuan Council passes a six-year National Development Plan with a total budget of NT$8.2 trillion.

1991-03-14 The Executive Yuan Council passes the Guidelines for National Unification.

1991-05-01 The president declares the termination of the Temporary Provisions Effective During the Period of National Mobilization for Suppression of the Communist Rebellion.

1992-07-01 Household registration affairs are turned over from the police to civil affairs authorities.

1992-08-22 ROC-South Korea formal diplomatic relations are severed.

1992-09-29 The General Agreement on Tariffs and Trade (GATT) council of representatives begin examining the application for accession by the “Separate Customs Territory of Taiwan, Penghu, Kinmen and Matsu.”

1992-11-07 The Act Governing the Security and Guidance of Kinmen, Matsu, Dongsha and Nansha Areas takes effect, allowing Kinmen and Matsu to revert from military administration to civilian rule.

1992-11-19 The Executive Yuan Council passes a draft of the Act on Property-Declaration by Public Servants. The act is approved by the Legislature on June 15, 1993, promulgated by the president on July 2, 1993, and implemented on September 1, 1993.
